Verifying savings
DPIE requires that energy savings from your process optimisation project are verified to the International Performance Measurement and Verification Protocol (IPMVP) or equivalent, unless otherwise specified.

You will need to complete and attach an M&V Design Template.

You may need to engage an M&V professional for assistance, such as those listed on the Energy Saver website.

Gas/electrical/flow single line diagrams with loads and metering locations clearly identified (clearly distinguishing between existing and proposed)

Diagrams/schematics/descriptions that give an overview of the metering system including metering hardware, software, communications links, interfaces, data storage, data processing and human interfaces (clearly distinguishing between existing and proposed)

Schedule (in a table) of new metering hardware including model, type, product picture, what parameter it is measuring, why the parameter is being measured and unit cost for supply and install

Datasheets/specifications for all new metering related hardware, software and network/communications interfaces:

Meter validation and commissioning process/template/checklists

  1. You need to provide consistent hardware naming/labeling so that particular hardware items can be easily identified across all documentation. e.g. “Meter No.1” in the single line diagram must be identified as “Meter No.1” in other diagrams, schedules, data sheets etc.

Install an economiser on a boiler

Install an economiser on a gas fired boiler to recover waste heat from a boiler exhaust stack.

OEH will co-fund 50% of the total project cost up to a maximum of $20,000.
To be eligible to apply for this funding offer:
  1. the economiser cannot replace an existing economiser regardless of its condition; 
  2. the economiser cannot be installed on a condensing boiler; 
  3. the economiser must be a heat exchanger that uses heat from the exhaust gases from a gas fired boiler to heat boiler feedwater or other fluid; and
  4. the economiser must be a condensing economiser and the stack must be made of stainless steel if being installed on a gas fired water heater stack

Replace a boiler burner

To be eligible to apply for this funding offer:
  1. the existing burner must be in working order at the time of replacement, be more than 10 years old, and have an air/fuel ratio that is controlled via a mechanical linkage; and
  2. the replacement burner must be of the linkageless (two service/stepper motors) type, have a turndown ratio of at least 4:1, and be capable of receiving a signal from a flue gas sensor for oxygen trim purposes.

Install oxygen trim on a boiler

Install an oxygen trim system to continuously measure and maintain the optimum air-to-fuel ratio on the boiler burner.

OEH will co-fund 50% of the total project cost up to a maximum of $10,000.
To be eligible to apply for this funding offer:
  1. the oxygen trim cannot replace an existing oxygen trim regardless of its condition;
  2. the gas fired boiler must have an existing digital burner control system capable of receiving a signal from a flue gas sensor for oxygen trim purposes before the oxygen trim is installed or have one installed at the time of commissioning the oxygen trim; and
  3. oxygen trim system must have a flue gas sensor connected to a control panel, capable of sending a signal to a control damper on the burner air supply or variable speed drive on the fan motor.

Install a TDS sensor-based blowdown control on a steam boiler

Replace a timed controller that blows down with a sensor-based blowdown control to reduce the frequency of boiler blowdown and energy loss.

OEH will co-fund 50% of the total project cost up to a maximum of $10,000.
To be eligible to apply for this funding offer:
  1. you cannot replace an existing sensor-based blowdown controller with another one regardless of its condition; and
  2. the control system must be a sensor-based blowdown control capable of automatically blowing down based on a sensor reading of the concentration of total dissolved solids (TDS) in the steam boiler.

Install a blowdown flash steam heat recovery system

Install a blowdown flash steam heat recovery system to capture steam and re-inject it back into the boiler feedwater tank to recover heat and help de-aerate and mix the water.

OEH will co-fund 50% of the total project cost up to a maximum of $10,000.
To be eligible to apply for this funding offer:
  1. the residual blowdown heat exchanger cannot replace an existing residual blowdown heat exchanger regardless of its condition;
  2. the gas fired steam boiler must have an existing sensor-based blowdown control before the residual blowdown heat exchanger is installed or be installed at the time of commissioning the residual blowdown heat exchanger;
  3. a fluid stream below 40°C, such as boiler makeup water, must be available at all times to transfer heat from the boiler blowdown; and the residual blowdown heat exchanger must be one that transfers heat from the steam boiler’s blowdown fluid to a fluid stream with a temperature not exceeding 40°C, such as steam boiler makeup water.

Install a residual blowdown heat exchanger to capture heat from residual blowdown to make-up water via the heat exchanger.

  1. the residual blowdown heat exchanger cannot replace an existing residual blowdown heat exchanger regardless of its condition;
  2. the gas fired steam boiler must have an existing sensor-based blowdown control before the residual blowdown heat exchanger is installed or be installed at the time of commissioning the residual blowdown heat exchanger;
  3. a fluid stream below 40°C, such as boiler makeup water, must be available at all times to transfer heat from the boiler blowdown; and

  2. lagging must meet Australian standards and be of an appropriate thermal resistance rating (R value);
  3. lagging must be protected from weather or activities that could increase wear and tear; and
